These labels are constructed by us from domain rules, NOT real cleared hire outcomes, so the harness
proves band sanity and regression safety, not real world correctness. Customer labeled cases swap in
later.

## Band methodology

Expected bands are domain truth: the band a cleared workforce subject matter expert would assign by
judgment (proposal ready = Green, has potential with gaps = Yellow, needs recruiting = Red). The
engine band shown by cmd/eval is the algorithmic outcome. Divergences surface real banding behaviors
worth investigating.

LocationAvailability 0.10). If band cuts or weights change, re label.
