   STAGING IS THREE AHEAD at v83, which is the intended state: 0081 provenance
   at origin, 0082 provenance by source, 0083 fairness org enumeration, all
   staging only pending approved production deploys.

     empty there because 0083 is staging only. That is the queued production
     deploy, not new drift.

A DEFECT IN THE LEDGER ITSELF, found during the read and fixed before anything
else: docs/BUILD_STATE.md carried TWO handoffs. The one at the very top was from
earlier the same day and had gone stale, still stating that Gate C fails and that
Gate A waits on a single blocker, both superseded hours later. A fresh session
reads the top of the file first, so the stale block was the one most likely to be
believed. Removed, with its durable reference content kept and the current
handoff left as the only one.

VERDICT: NO DRIFT in anything the build controls. Every check that could pass by
doing nothing carries a positive control. Recorded before any change.
