Purpose & architecture
The recovered FastAPI file exposes health, start, stop and status routes. Start increments an in-memory agent count and stop decrements it with a floor at zero. The source therefore gives an exact, small API-state model for this named Hive surface.
The routes update a dictionary; the inspected implementation does not launch separate workers. Its count is a service variable, not a verified population of running neural agents.
