Data residency usually means where your data is stored. That is only half the question. The moment a query runs against a hosted model, your information travels to that model to be read, even if the copy at rest never moved. Compliant in the database, exposed at the point of thinking.
A federation closes that gap. The reasoning happens on your hardware, so your data is never shipped out to be understood. Residency holds at inference, not just in storage.
