Does everything need to be 3D?+

No. The right mix may include real-time graphics, painted layers, shaders, semantic HTML, and ordinary CSS. The technique should serve the image.

Will the site work without animation?+

Core content and navigation should remain available in an intentional still version. Motion is an enhancement, not a requirement for access.
